WESTPORT — A North Branford woman was charged with a second offense of narcotics possession after an officer attempted to conduct a welfare check, police said.
An officer saw what police said appeared to be vomit on the pavement next to a vehicle in a Saugatuck train station parking lot on Sunday around 5 p.m. and chose to complete a welfare check of the woman in the vehicle.
